No...I don't mean wheels as in your bike...I mean wheels as in the round things that support your bike!  The idea is that from the side with lights at the front and back bikes can be quite hard to see and identify.  From what I can gather this system places 2 small LED lights either side of each wheel, 4 LED's in total.  The wheel is fitted with rim tape, but no ordinary reflective rim tape, this rim tape is luminous, like the glowing green fingers of an alarm clock or similar. 

The light from the LED's shines onto the luminous tape which "charges" the tape, making it glow.  As you ride the light shines on all the tape as the wheel rotates causing the whole of the tape to glow.  As you can see from the video, to some spectacular effect.
